The Coalition is led by two Co-Chairs at both the Ministerial and Deputy levels. The Co-Chairs provide strategic leadership and political guidance, acting on behalf of the membership to steer the Coalition’s overall direction, ensure continuity of its mission, and translate collective ambition into concrete action.

Co-Chairs are selected by Coalition Members and ideally serve for a two-year term, with the possibility of a one-year extension. Traditionally, the co-chairmanship comprises one developed and one developing country from different geographical regions, reflecting diverse levels of economic development and climate challenges.

Since April 2026, Croatia and Uganda have served as the Coalition’s Co-Chairs.

Key elements of the Co‑Chairs’ role include:

  • Setting strategic priorities and leading the development of multi‑year strategies and work programmes for the Coalition.
  • Representing the Coalition externally, including at ministerial meetings, international fora, and major global events.
  • Convening and chairing ministerial meetings, fostering peer learning, exchanging best practices, and coordinating action among members.
  • Working closely with the Secretariat and institutional partners to strengthen governance arrangements, operational effectiveness, and delivery of results.

Through this role, the Co‑Chairs help ensure that the Coalition remains member‑driven, impactful, and responsive to evolving global climate and economic challenges.
