How Ministries of Finance can support coherent climate policy packages: Available analytical tools and emerging good practice- February 2026 This report focuses on identifying and illustrating how MoFs can best support the design and implementation of coherent climate policy packages. It examines the importance of multifaceted policy packages and the various fiscal and regulatory measures that Ministries of Finance can deploy in coordination with line ministries to advance decarbonization. Beyond policy options, the report discusses the analytical tools available to Ministries of Finance as they support climate packages, and outlines a structured approach to defining, assessing, implementing, and evaluating climate packages that combine multiple instruments.

Economic Analysis for Green and Resilient Transitions: Initiative Overview - February 2026 This document provides a one-stop overview of the ‘Economic Analysis for Green and Resilient Transitions’ initiative of the Coalition of Finance Ministers for Climate Action. Introduced by the Danish Minister for Finance, the document presents: the rationale for this crucial initiative; work highlights and successes to date—including findings from a first-of-a-kind survey of Ministries of Finance, and case study insights from the initiative’s ambitious Compendium of Practice; recommendations for plugging key gaps in Ministries’ access to tools and their capabilities for mainstreaming climate action; and a look-ahead to the initiative’s work in 2026.

| How Ministries of Finance Can Build Capabilities for Economic Analysis and Modeling to Drive Green and Resilient Transitions - October 2025 The report provides an overview of strategies, options, and recommendations for how MoFs can practically enhance their analytical capabilities to drive green and resilient transitions. Covering existing literature, case studies, and lessons learnt, it focuses on three aspects of capabilities: 1) Leadership and Governance, 2) Coordination and Collaboration, and 3) Skills and Expertise. It also discusses the role of technical assistance providers and the broader ecosystem of actors supporting Ministries of Finance.
