Financing Resilience: From Baku to Belem - the Role of Finance Ministries in Unlocking Public and Private Adaptation Investments 

Summary. The Coalition of Finance Ministers for Climate Action (‘the Coalition’) will host its 14th Ministerial Meeting as a high-level closed-door plenary meeting at the Annual Meetings of the IMF and the World Bank on Wednesday 15 October 2025. The discussion will focus on the crucial role of Finance Ministries in unlocking resilience finance and scaling up adaptation investments, with an intention of feeding into COP 30 and the Baku to Belem ongoing discussions. The Coalition will also present its third joint Climate Action Statement, accompanied with a list of the Members’ main climate actions. Finally, the meeting will confirm endorsement of the new incoming Co-Chair.  

Participants. The meeting will be open to Ministers of Finance, Vice-Ministers, State Secretaries and Principals of Institutional Partners. Each Minister or Principal can be accompanied by one person. 

Format. The meeting will feature an opening by the Co-Chair ministers (Eelco Heinen, Minister of Finance of the Netherlands and Matia Kasaija, Minister of Finance, Planning and Economic Development of Uganda), a plenary discussion with interventions by finance ministers from member countries, and closing remarks by the World Bank and the IMF senior leadership. The meeting will conclude with the formal endorsement of the incoming Co-Chair (replacing the Netherlands in April 2026). This ministerial meeting will be followed with a post-ministerial discussion for high-level member representatives.
