Coalition Secretariat

The Secretariat to the Coalition of Finance Ministers for Climate Action is hosted at the World Bank Headquarters in Washington DC, and managed by the World Bank Group in collaboration with the International Monetary Fund (IMF).

The Secretariat provides day-to-day operational, technical and logistical support to the Co-Chairs and Sherpas of the Coalition, and plays a convening role for all ministerial and thematic engagements.

Secretary of the Coalition

According to the Memorandum of Understanding, the Secretariat is led by the Secretary - the World Bank senior staff member.

photo Mr. Märt Kivine joined the Coalition Secretariat in 2022 from the European Bank of Reconstruction and Development, where he served as a Board member. Prior to this assignment, Mr. Kivine worked in the Development Economics Vice Presidency and in the Nordic and Baltic Executive Director’s office at the World Bank. He also served as a Deputy Finance Minister in Estonia and acted as the EU Presidency’s Chief Negotiator for the EU's 2018 Budget.

 

Institutional Partners

The Coalition benefits greatly from active collaboration with its 26 Institutional Partners. They play key technical and advisory roles in supporting the efforts of Finance Ministers in designing and implementing policies to address climate change. Institutional partners are particularly relevant in providing technical support to the six Helsinki Principle workstreams on Paris Alignment, Carbon Pricing, Green Budgeting, Greening the Financial Sector and NDC Support and Implementation.
