Objectives

  • Strengthen understanding of political economy dynamics shaping carbon pricing.
  • Share country experiences on barriers and opportunities.
  • Explore strategies to build political support and address distributional concerns.
  • Inform ongoing HP3 work and collective knowledge within the Coalition.

Topics

 

  • The series will examine key political economy dimensions of carbon pricing relevant to finance ministries, including:
    • Distributional impacts and equity considerations
    • Competitiveness concerns and industry engagement
    • Public acceptance and communication strategies
    • Institutional capacity and governance
  • Each webinar will feature a thematic presentation on the topic, one or more country case studies, or both, followed by a structured discussion and Q&A  
  • A brief summary note will be prepared at the end of the series, summarising lessons learned and case studies of different approaches.

Structure of the First Webinar

The first webinar will feature presentations by Swedish researchers Sverker C. Jagers and Niklas Harring on their recent report produced for the Swedish Expert Group on Public Economics (ESO). The report highlights factors influencing citizens’ acceptance of climate policy instruments, with a particular focus on carbon taxes. Their insights will set the stage for a discussion among Coalition members, guided by structured questions, on national experiences and perspectives.

Bios

Sverker C. Jagers is a professor at Department of Political Science, University of Gothenburg and the founder of Centre for Environmental Political Studies (CEPS) and Centre for Collective Action Research (CeCAR). His research concern various aspects of environmental politics, including green political theory and ecological citizenship, the relationship between political systems and environmental performance and public acceptance of pro-environmental policy instruments and policy design. He has led more than 20 major research projects on these themes and is often consulted as a policy expert.

Niklas Harring is a Senior Lecturer and Associate Professor at the Department of Political Science, University of Gothenburg, affiliated with the Quality of Government Institute, the Centre for Environmental Political Studies, and Environment for Development. He studies collective action problems and the legitimacy of state intervention in areas such as climate change, environmental protection, and crisis preparedness. His research focuses on the relationship between citizens and the state, with particular attention to public acceptance of environmental and climate policy instruments.
